Odisha Government's 'Mo Ghar' scheme; Check eligibility, subsidy details
Bhubaneswar: As Odisha Chief Minister Naveen Patnaik completes four years of his fifth term in office, the state cabinet on Monday approved the launch of a new housing scheme 'Mo Ghara' to provide financial assistance to low and lower middle class families. Rural area
Government sources said the scheme will cover all families who were left out of the existing housing scheme due to strict eligibility criteria or insufficient allocation, and those who received small amounts of housing assistance in the past and now want to renovate or expand their homes.
Under the 'MO GHARA' (Government Housing Assistance in Rural Areas) scheme, a beneficiary can get a home loan of up to Rs.3 lakhs which can be repaid within 10 years apart from 1 year morcha period in easy installments. They can choose from four slabs of loan amount of 1 lakh, 1.5 lakh, 2 lakh and 3 lakh.
The state government will bear an expenditure of Rs 2,150 crore for this scheme for about 4 lakh beneficiaries over two years.
Eligibility Criteria:
The following categories of rural families will be eligible under this scheme.
If the family lives in a hut or in a single paved room with RCC roof
If the family is not receiving any government benefits Housing assistance or received assistance less than 70,000/- in the past
If the family income is less than 25,000 per month
If the family does not have a non-commercial motorized four-wheeler for personal use
If the family has no member as a regular Government/PSU employee or drawing monthly pension for the period of service from Government/PSU.
If the family owns less than 5 acres of irrigated land or less than 15 acres of irrigated land
After the construction of the house, the capital subsidy will be paid to the loan account of the beneficiary. Enhanced capital subsidy will be available for SC/ST and PWD head families for weaker sections The subsidy rates fixed by the State Cabinet today are as follows:
The capital subsidy provided to the beneficiary's loan account will result in a significant reduction in repayment EMIs and thus make repayment more affordable.
Banks will not charge any processing fee from the beneficiary for loan sanction.
In order to further reduce the financial burden on the beneficiaries, the state government has waived the registration fee and stamp duty required during title deed mortgages. Fees for obtaining certified copies of relevant documents from the office of the Sub-Registrar as required by the bank for processing loan applications under the scheme will also be waived.
Legal advisory fee has also been standardized to Rs. 1000/- maximum, which the State Government will refund to the banks
Beneficiaries can also get assistance under relevant schemes like Rural Sanitation, Drinking Water, Rural Electrification etc. if eligible and not available earlier.
How can the beneficiaries get the benefits of this scheme?
Government is launching a dedicated web portal (https://rhodisha.gov.in/moghara) for online application submission, monitoring and implementation of the scheme.
Applicants have to register on this portal which will be validated through OTP Applications will be accepted through this portal from 16th June 2023
Applicants can register themselves or use the services of the Mo-Service Center.
At the time of application submission, the applicant has to provide information like passport size photo and Aadhaar card and KYC documents (Voter lD, PAN card, Job card, Driving license) and caste certificate and PwD certificate and lancom certificate and land record.
The applicant shall invest a minimum of 10% of the loan amount as margin money in cash or kind or labour.
Applicant must have clear land title along with land in Garabari Kisam of Stitiban category He shall mortgage the minor deeds of the land and register them in the office of the Sub-Registrar concerned The loan will be repaid in 2/3 installments on completion of predetermined stages of construction
The beneficiary, if interested, can repay the loan amount over a fixed period of 10 years They can also opt for higher EML payments No prepayment charges will be levied by the bank for this period
