University Grants Commission (UGC) Chairman Jagdesh Kumar told IANS on Wednesday about the decision taken in its 568th meeting. A standing committee was formed to monitor the recruitment of teachers and the award of PhD degrees in HEIs.
According to the UGC chairman, the committee will meet regularly, select some institutes, collect information regarding faculty recruitment and award of PhD degrees, examine documents to ascertain compliance of faculty recruitment process and PhD degree award process. with UGC regulations, and recommend appropriate actions in case of violation
"As the regulations lay down the minimum standards required to be maintained by HEIs, any violation of the regulations will result in deterioration of higher education. The UGC takes such violations seriously and the UGC intends to take appropriate action to control the violations of the rules." Kumar added.
The role of higher education institutions in nurturing intellectuals and imparting knowledge in the growth of the country is well known The UGC, with a mandate to promote and coordinate university education, prescribes regulations to ensure the quality of teachers and timely delivery of research degrees. According to the UGC, the quality of higher education depends, to a large extent, on the quality of those who impart it and the promotion of research.
The regulations currently in force are UGC regulations on minimum qualifications for recruitment of teachers and other academic staff in universities and colleges and measures to maintain standards in higher education.
Another is the University Grants Commission (Minimum Standards and Procedures for Award of PhD Degree) Regulations, 2022.
Kumar added, "Both regulations have been laid down to determine and maintain criteria in the selection of candidates for teacher recruitment and the quality of research degrees awarded in HEIs and it is mandatory.
